What is the título de eleitor?

The título de eleitor is the Brazilian voter registration card, issued by the Electoral Courts (Justiça Eleitoral) as proof that a citizen is registered to vote. Today it is also available in digital form through the e-Título app.

How a voter ID number is built

The number has 12 digits: the first 8 are sequential, the next 2 identify the state (01 for São Paulo, 02 for Minas Gerais, 03 for Rio de Janeiro and so on, up to 28 for voters living abroad) and the last 2 are check digits.

  1. Multiply the first 8 digits by the weights 2 to 9 and take the remainder of the division by 11. That is the first check digit.
  2. Multiply the two state digits by 7 and 8 and the first check digit by 9, add them up and take the remainder of the division by 11. That is the second check digit.
  3. If a remainder is 10, the digit is 0. In São Paulo and Minas Gerais, a remainder of 0 becomes 1.

Why use a voter ID generator?

  • Test registration systems and forms
  • Validate integrations that receive the voter ID number
  • Seed staging and QA databases

Important: the numbers are fictitious and do not belong to real voters.
